Thematic Discussion Streams
ISLA is looking to hold three concurrent breakout sessions at this year’s conference, looking at the topics of the Basel Regime, New & Emerging Markets, and CSDR. If you are interested in registering for a discussion stream, please email events@islagroup.org .
Basel & the Capital Debate
It is generally accepted that the rolling implementation of the Basel III/IV framework will have potentially profound and far-reaching consequences for our industry as well as the banking sector more broadly. Ahead of the trading panel on Day 2, this breakout session will provide some context by outlining the current legislative landscape, but also the key touchpoints with our industry. The discussion will go on to consider the various structural and operational solutions that are being developed that could potentially deliver a more efficient RWA profile between market participants. Familiar themes such as the cost of indemnification, the introduction of an output floor, and how we address the issues of unrated counterparties will all be discussed.
Facilitators:
Farrah Mahmood, ISLA
Christian Dale, Barclays
Mark Faulkner, Credit Benchmark
New & Emerging Markets
At the DAVOS World Economic Forum earlier this year, Maroun Kairouz, Head of the MENA region, said that the Gulf is in a prime position as the ‘centrepiece’ of global geopolitical efforts. Set against this backdrop and recognising the importance of the region to our industry, this informal session will consider the markets where we see the most interest from the perspective of the international investment community, including jurisdictions such as Saudi Arabia and the United Arab Emirates. Touching upon ISLA’s own strategic aims and objectives, it will discuss the wider efforts needed to support the development of important local markets, including Sharia law compliance into legal frameworks, and related market best practices.
Facilitators:
Fredrik Carstens, ISLA
Ed Oliver, EsecLending
Jamie Pullen, BlackRock
CSDR and T+1
A few years after the 2008 financial crisis, the European Union proposed CSDR to strengthen the EU’s core settlement infrastructures and harmonise settlement discipline across member states. A final piece of the legislation to be delivered was the Settlement Discipline Regime (SDR), which was not implemented until some fourteen years later.
Just over a year after SDR go-live, session facilitators from ISLA as well as the front-office and operations functions of member firms, will consider where we are with regards to settlement efficiency. Following on from a short recap on the background and scope, they will consider the impacts of this aspect of CSDR, including settlement rates, remediation, and penalties. The discussion will also include T+1 migration, and the combined implications for the future state, on aspects such as global alignment of practices.
Facilitators:
Adrian Dale, ISLA
Gabi Mantle, EquiLend
Monique Baines, Macquarie

The Trading Renaissance
Following on from the related breakout session on Day 1, this panel will focus on how the Basel framework alongside other binding constraints (RWA and balance sheet) and operational factors are evolving trading relationships. Market events centered around the LDI crisis in late 2022 and more recently the demise of SVB and Credit Suisse testify to the importance of the provision of market liquidity. This session will try and make sense of some of these recent events, as well as debate how the very nature of what we do is changing and how we have to respond to these challenges.

It's All About Collateral?
The final session of the day will look in depth at how collateral is increasingly driving flow within our markets. Today, our markets have become an important conduit for the provision of liquidity, collateral mobilisation, and financing, set against the backdrop of our market standard legal framework. Following the LDI crisis in the UK, market participants are increasingly aware of the importance of efficient margining techniques, including the use of tokenisation.

Digitalisation: Assets, Infrastructure, Regulatory & Legal Frameworks
Efficiencies and structural change that are increasingly being demanded by politicians and regulators in the context of financial services, can only be achieved through the broad adoption of digital technologies. At the same time, the fintech, distributed ledger technology (DLT) and digital asset markets continue to develop rapidly, with institutional interest remaining constant. Amongst other things, this session will review the fast-changing regulatory landscape (including prudential regulation) around digital markets, and the implications for securities lending and financing activity and infrastructure. As new and novel assets, including tokenised securities and cash begin to move into the mainstream, it will also consider legal certainty around issues such as ownership and transferability, so as to allow these markets to scale up and reach their true potential.

DEI: Addressing, Managing, Measuring
At recent events, we have heard from inspiring individuals and some very personal perspectives on Diversity, Equity & Inclusion (DEI) in the securities finance industry. During this session, we are going to focus on where next. How are firms addressing DEI considerations? How do they recruit diverse talent to join the industry? How do they get buy in and engagement within their organisations? We will hear about the benefits it has brought to the business and the practicalities of making positive change, explore the timeframes involved, and finally consider how the industry measures success.

Delivering on Sustainability: Where Next?
It has been suggested that ESG assets will reach $53 trillion by 2025, a third of global assets under management. Although the war in Ukraine may have subtly changed some of the sustainability rhetoric, the long term direction of travel remains clear, and the work that ISLA has been leading on in areas such as governance and collateral are vitally important in the context of our markets. This final panel of the conference will touch upon the work already done, against the backdrop of the global policy and regulatory initiatives outlined in the previous presentation, including areas of regulatory clarification needed and the expectations from market participants from across the value chain.
