Shifting Sands: Navigating the New Geopolitical Landscape in 2024
From the highest number of global conflicts since the cold war, to Europe poised to experience heightened political polarisation during the upcoming election cycle, potentially leading to expected surges in both right-and left-wing populism, 2024 is poised to be a period of significant transformation, characterised by extensive changes on both domestic and international fronts. Against this geo-political backdrop, this session will further reflect on possible implications for wider financial markets, the changing investment landscape, including sentiment and policy shifts impacting the securities finance industry.

Thematic Discussion Streams
ISLA is looking to hold three concurrent topic-specific breakout sessions (each one will be run at 16:25 and again at 17:15).
Middle East Growth Opportunities
The Middle East region continues to offer growth opportunities, notably as we consider financial services and the role that the securities lending and borrowing markets play in supporting the development of deep, liquid capital markets necessary to achieve the economic vision and financial policy objectives of individual jurisdictions within the region. Recognising the strategic importance of the region and against the backdrop of ISLA’s first publication of a country guide, focusing on the Kingdom of Saudia Arabia, this discussion forum will allow interested delegates to understand, amongst other things, the various phases of ISLA’s Middle East project and key milestones, including regulations that enable market access and drive offshore participation (i.e. what do you need to do to enter these markets), what are the friction points in legislation that ISLA is advocating on, and what are the key areas of focus for members looking to commercialise opportunities in the region?
Facilitators:
Fredrik Carstens, ISLA
Jalal Faruki, SNB Capital
Ed Oliver, eSecLending
Basel Endgame
Set against the imminent and rolling implementation of the Basel framework, delegates can expect:
• A recap of the key regulatory blocks on the Basel timeline.
• To gain an understanding of the practical implications of the new regime that one should consider both as a lender and a borrower.
• A discussion around the market’s readiness for these changes, and how we can amplify and clarify messaging across the value chain.
• To hear about the various tools and techniques that one can consider to better manage RWA exposures under the new regime, such as pledge, pledge back, CCP, rating techniques, derivatives usage.
• Current state of play with regulators in the US, EU, and UK; with US regulators (Chair Powell) indicating that the proposals for B3E bank capital rules are in for ‘broad and material changes’ and that ‘a complete do-over is very possible’ and the UK yet to issue final policy statements, how are market participants reacting?

Mark Faulkner, Credit Benchmark
Graham Gooden, J.P. Morgan
Alistair Griffiths, ISLA

Making Sense of Digital Transition & Transformation
From meeting regulatory imperatives and improving operational efficiencies, to gaining competitive advantage and increasing profitability: technology today sits at the heart of every discussion, debate, and ultimately solution across most industries and firms. This breakout stream will provide delegates with an opportunity to learn about a myriad of technology concepts, such as tokens and blockchain, and their role in the transition and transformation of financial markets. We will touch upon actual adoption, around themes such as DRR, CSDR, and T+1, but importantly provide a platform to answer delegate questions to gain a better understanding of the landscape.

Adrian Dale, ISLA

Product Innovation to Support the Scarcity Debate
The pursuit of capital optimisation, increasing trading costs, digital innovation, as well as the laser focus on commerciality, are all leading to strategic divergence, which could result in greater fragmentation across our markets. This session will compare and contrast the expanding toolkit of financing solutions including central clearing, security interest collateral arrangements (such as pledge and pledge back), greater use of derivatives (e.g. Total Return Swaps (TRS)), and direct peer-to-peer financing models.

Tokenisation & Adoption: Is Reality Matching Expectations?
In April 2023, ISLA published a Digital Assets in Technology paper entitled, ‘Commercial Opportunities & Practical Considerations for Tokenisation for the Securities Financing Market‘. A year on and drawing upon some of the themes of the digital discussion stream, this year’s technology panel will focus on adoption – the true litmus test of whether firms and the broader industry are aligned on the wider benefits and value proposition. Amongst other things, the session will look at the current landscape – investment, who is actively involved, current volumes, and opportunities – the motivations that are driving this move, including unlocking marooned assets and improving collateral mobility.

The New Hiring Paradigm: What Will a Securities Finance Business of the Future Look Like?
Against the backdrop of many factors, including technological innovation and regulation, the role of the securities financing business is continuing to evolve. This session will consider this from the perspective of hiring, and the skill sets which will be critical to the success of the business as we look to the future. Amongst other things, the panellists will consider the impact of technology and the increased use of platforms and Artificial Intelligence (AI), as well as the adoption of distributed ledger technology (DLT) and digital assets. For a business that has been traditionally driven by relationships – will those skills be less relevant in the future, or do those human skills become more sought after than ever in the age of AI? Finally, how are firms changing their approach to talent acquisition and retention, to ensure the diverse set of skills necessary to future-proof their businesses?
